Step 1: The Report – Someone contacts the Hotline with a concern.

Step 2: Intake – CPS specialists check if the report meets legal definitions.

Step 3: The Decision – The report is either “Screened In” (Investigated) or “Screened Out” (Closed).

Step 4: Priority Level – Investigation is set to start within 2 hours or 24 hours.

Step 5: Safety Check – A caseworker checks on the child’s immediate physical safety.

Step 6: Investigation – Interviews are held with family, teachers, and doctors.

Step 7: Case Review – The caseworker and supervisor analyze the gathered facts.

Step 8: The Finding – The case is labeled Substantiated (evidence found) or Unsubstantiated (no evidence).

Step 9: Service Options – If substantiated, families may be offered voluntary support services.

Step 10: Court Filing – If the child remains at risk, a “Child in Need of Services” (CHINS) legal case begins.

Step 11: Permanency – The final goal: ensuring the child has a safe, stable, long-term home.
